A basic premise upon which the CDC evaluation framework is based is that stakeholders must be involved throughout an evaluation so that they actually use the evaluation results to make programmatic decisions. But if the evaluation process and results are not effectively reported to stakeholders (both upstream and downstream), it is unlikely that they will use the evaluation to make future decisions.
